巴西GDP連五季未達標，1-5月貿易赤字又創歷史新高，該國急欲吸收外資提振景氣，4日宣佈廢除對外資債券買家課徵6%的金融活動稅(IOF)，新措施5日生效。

華爾街日報和路透社報導，巴西財政部長Guido Mantega表示，當局發現進入巴西的國際流動性減少，因此決定移除阻礙，讓資金能流入巴西固定收益資產(fixed-income assets)。由於該國股市早已廢除IOF，此次的免稅措施僅限債券等固定收益投資，不包括衍生性商品。

Mantega是貨幣戰(currency war)一詞的發明人。2008年金融危機後，美國聯準會狂灑鈔票救經濟，造成美元貶值、巴西里拉等國貨幣相對升值。Mantega痛批美國此舉等同挑起貨幣戰，聯準會藉由促貶刺激成長，卻傷害到貨幣走強國家的經濟。當時他為了避免巴西里拉幣值狂飆，下令開徵6%的IOF，避免熱錢湧入。

如今情勢已非，巴西景氣熱度不再，Mantega被迫拆除當年抵禦國際游資入侵的重要防衛工具。嘉實XQ全球贏家系統報價顯示，台北時間下午2點37為止，美元兌巴西里拉升值0.19%至2.1265。美元兌巴西里拉在5月31日盤中一度飆升至2.1513，創下2009年5月5日以來新高。
