Google 預計將在 2013 年 10 月 28 日舉辦發表會推出 ，以及 Android 4.4 KitKat 作業系統，不過尚未正式發表的 Nexus 5 卻意外現身在 Google Play 商店，並釋出產品規格與售價資訊。Nexus 5 搭載 Android 4.4 KitKat 作業系統，配備 4.95 吋 Full HD IPS 螢幕，內建 Qualcomm Snapdragon 800 2.3GHz 處理器、2GB RAM，分成 16 / 32GB 兩種儲存空間版本，配置 800 萬畫素光學防手震相機、130 萬畫素前置鏡頭、2,300mAh 容量電池，採用 micro SIM 卡，支援 NFC 功能，與先前傳聞規格資訊相近。Nexus 5 16GB 單機售價為 349 美元（約台幣 10,259 元），但目前還無法直接購買；據了解，台灣預計 11 月上市，​將由 LG 引進，屆時實體通路亦可購得，一般預料價格會高於官網售價。

前年的塑毒風暴由新北地院於10月17日宣判，20多億的求償金額僅獲120多萬的賠償，理由是消費者並未提出明確損害事證。從剛通過不久的食品衛生管理法修正案中過低的罰則，以及法案中欠缺對大型企業應為而未為的懲罰精神，可以想見，台灣的食品安全事件未來仍會層出不窮。

食品種類眾多，要檢查的項目更是浩繁。以台灣目前編制的人力和物力，能夠從一百件違規食品中找到一件，就已是難能可貴了（想想塑化劑和毒澱粉存在多久了）。以這麼低的「查獲率」，搭配如此低的罰則（最高一千五佰萬，若造成消費者死亡，最高二千萬），有用嗎？這種一本萬利的「毒品製造業」怎不會讓廠商躍躍欲試呢？也難怪會有學者悲觀表示：政府若無人力和預算大規模檢測，只能靠廠商自律。如果我們不想無助地依賴那幾近不可能的「廠商自律」，就必須從以下兩點著手。

一、摒棄齊頭式的罰款上限，依企業規模及賣出商品金額加計懲罰倍數來訂立罰款金額。這些理應對原料品質安全嚴格控管的大廠幾乎皆以不知情來推卸責任，結果幾乎每次都能全身而退。因此，我們應該就出問題的相關食品營業額，對這些大廠罰款，並分別就不知情、應知而不知、以及明知故犯等輕重程度，祭出至少五至十倍甚至更高的懲罰性罰款。目的在於讓這些有能力篩選自家產品安全的廠商，有足夠的誘因去設立自己的檢驗室，替自家產品及原料做好把關的任務。如果不這麼做，也就形成變相在懲罰願意為自家食品安全把關的廠商。

二、當食品大廠願意為自己的原料做好把關任務之後，政府的食品檢驗單位，就可以把有限的人力，做更有效率的分配，把主要人力放在小廠或零售端的食品檢驗。另一方面，如果食品大廠的原料來源有把關，不肖原料廠商的銷售管道就更有限。一旦違法的利潤降低，被查獲率提高，罰款又相對加重，犯罪的經濟誘因自然就降低。

因為經濟誘因而引發的問題若不從斬斷經濟誘因的方向著手，而只想依賴「低廉」的罰款或是廠商的「自律」來達成食品安全，那其實跟希望獅子吃素一樣：可能嗎？

【周佩萱╱綜合外電報導】阿根廷首都布宜諾斯艾利斯，當地時間19日早上，一通勤火車衝撞終點站，造成至少58人受傷，去年在同個地點也發生類似事故，當時造成52死。
 
事故一發生隨即引發暴動，憤怒的民眾包圍列車控制室，隔著碎裂的窗戶，怒批受傷的火車駕駛是兇手，駕駛隨後在警察護送下送醫治療，並驅散暴動民眾，火車上的廚師表示，駕駛員之前就超過數個月台，必須倒車調整回正確位置再開車門，還有一次直接過站不停，懷疑駕駛可能在打瞌睡，不過當局表示目前尚無法判定事故原因，還須等候進一步調查。

兄弟象隊今天(19日)宣布轉賣消息，中華職棒其他3隊統一獅、義大犀牛、Lamigo桃猿都很感謝象隊29年來的付出，也很正面看待此事，希望有心企業能夠投入，一起讓職棒環境越來越好。

桃猿領隊劉玠廷從小是象迷，對於象隊有一份特殊的情感，他說：「真的很可惜，但很感謝兄弟象的付出，洪董辛苦了。」劉玠廷表示，猿隊會正面看待這件事，也會繼續認真經營。

獅隊領隊蘇泰安提到，先前就感受到兄弟經營真的很辛苦，「沒有兄弟象就沒有中華職棒，很感謝兄弟象。」蘇泰安表示，去年底同個時間點，興農同樣面臨轉賣，最後由義大接手，蘇泰安說，「其實這是好事。」他指出，獅隊會在能力範圍所及，用心繼續經營球隊。

至於去年底才接手興農的義大，同樣很感念象隊付出，義大領隊謝秉育表示，「兄弟是貢獻職棒最大的球隊之一，他們釋出要轉賣的消息，我覺得很有責任感，讓大企業進駐，這對職棒環境是好事。」他也呼籲，希望政府能協助象隊轉賣的事情，一起塑造職棒更好的經營環境。

【林奐成／綜合外電報導】澳洲新南威爾斯州近日爆發野火，當地時間周五首度有人因災喪生，63歲民眾林德納（Walter Lindner）在抵抗野火入侵住處時，突然心臟病發，送醫後不治。

主計總處今天指出，受暑期工讀生退離及暑期臨時性工作結束影響，今年9月失業率為4.24%，較上月下降0.09個百分點，與去年同月比較亦降0.08個百分點。

主計總處指出，今年九月的就業人數為1098萬人，較上月減少2萬人或0.18%；失業人數為48萬6千人，較上月減少1萬1千人，其中初次尋職失業者減少7千人，因對原有工作不滿意而失業者亦減4千人。9月勞動力參與率為58.47%，較上月下降0.19個百分點。

進一步就教育程度別觀察，國中及以下程度者失業率3.37％；高中（職）程度者失業率4.18％。大專及以上程度者失業率4.65％，其中大學及以上程度者失業率5.45％，與去年同期相較減少0.23個百分點。

再按年齡層觀察，15至24歲年齡者失業率13.95％；25至44歲年齡者失業率4.27％；45至64歲年齡者失業率2.24％。

至於世界主要國家最新失業率部分，英國為7.7%，美國7.3%，加拿大6.9%，德國5.2%，日本4.1%，香港3.3%，南韓3.1%，以及新加坡2.1%。

【林奐成／綜合外電報導】請勿模仿以下缺德行為！美國3名童軍領袖，前天造訪猶他州一個國家公園，期間一人搖動一個名為「小妖精」的石景，不料大石突然斷裂，整座石頭倒下來，嚇得他們大叫。國家公園職員稱，當地的石景有長達2億年的歷史。

《鹽湖城論壇報》報導，這群缺德民眾似乎對破壞石景毫無懊悔，在片中不斷尖叫，還稱自己改變了當地的地形。當局稱，這樣的行為極度不當，正進行刑事調查。
