車體回收車牌放車內未辦遺失每年被行政執行處強制汽車責任保險法

94/12/17車牌被定檢註銷，車體96/12/29車商回收，車牌放在車內，車商回收時未辦車牌遺失，還要強制汽車責任保險法這様每年都要被行政執行$10000、執行費$5丶我銀行戶頭扣款$10500（强制汽車責任保險法）十銀行手續費$300十開支票$50，我對這方面也不懂，不知道車牌要辦遺失，以為這樣就可以了，車牌在車體回收早就不見了，這樣合理嗎?
