彰顯大國領導 中共政經齊下

繼大陸國家主席習近平訪問印尼、馬來西亞，提出「中國、東協命運共同體」概念後，大陸總理李克強昨天在汶萊更勾勒大陸與東協未來「鑽石十年」的藍圖，從藍圖的規畫，不難看出中共當局正採取政治與經貿雙管齊下策略，強化合作淡化爭端，彰顯其地區大國的影響力和領導地位。

近十年來，大陸對東南亞國家的主要政策，一直是經貿牌掛帥，透過分享中國大陸發展的紅利以及推進經貿整合的策略，拉攏東南亞國家。李克強提出「鑽石十年」，經貿牌仍是大陸應對東南亞國家關係的一項利器。諸如，打造中國－東協自貿區升級版，推動簽署「區域全面經濟夥伴關係協定」（RCEP），深化區域經濟融合，以及加快地區互聯互通的基礎建設、加強金融合作。

誠如李克強所言，未來十年，大陸與東協的深化合作將聚焦於經濟發展，其意圖在於由東南亞區域內部衍生的力量，主導東南亞區域發展，而非外來勢力，諸如美國。
