（中央社台北25日電）福建廈門市海滄區日前規定，全區黨政機關及所屬事業人員因公外出距離不滿3公里者，除極端天氣、緊急公務、保密要求外，一律騎乘自行車或步行前往，不得搭乘公務車。

中共總書記習近平上台後，全黨高唱「改作風」，1年來，大陸各地方政府不時推出一些引人注意的措施，以迎合「改作風」的基調。

綜合大陸媒體報導，海滄區政府規劃的公共自行車系統第1階段自9月1日起啟用，自行車道全長25.78公里；至於第2階段則與公務自行車系統一同建設，目前已完成5個公共自行車站點，提供120輛公務自行車。

報導指出，海滄區高層官員日前曾一同騎乘這批公務自行車從區政府出發，一路調研區內的東南國際航運中心、廈門石油交易中心等機構，「帶頭踐行」自行車綠色出行。

中共海滄區紀委書記江根雲直言，啟用公務自行車貫徹中央「八項規定」（即「習八條」）、踐行群眾路線、嚴控三公經費支出的創新舉措。

他說，在合理範圍內，如今公務用車「四輪變兩輪」，既節約公務開支，又轉變幹部作風，還拉近與民眾的距離，且節能環保，又有益於身心健康。1021125
