柏林防竊宣導片 被批種族歧視

（中央社記者林琳柏林15日專電）耶誕採購旺季，柏林商圈處處人潮，警方特別製作示警錄影帶在公共場所播放，請逛街購物的人們防範扒手。不過，影帶中的扒手面孔看來都是外國人，警方被批有種族歧視之嫌。

德國左派黨、綠黨和土耳其社區人士指出，錄影帶裡在超級市場扒竊的是1名亞裔女子，而在1家大百貨公司把手伸進1名老婦人皮包裡的男子則膚色較黑，也不像是德裔。

左派黨市議員指出，警方製作的這部宣導片給人的印象是嫌犯可能是非德裔背景的人。綠黨的市議員也認為，警方不應有這樣的成見。

柏林警方解釋，這些扒竊的鏡頭都是取自過去公共場所錄影監視器錄下的現場狀況，絕無刻意傳達有偏見的信息。

警方指出，柏林警方最近在官網和地下鐵車站播出防範扒手的宣導片，因為今年警方收到遭扒竊的報案件數比去年增加8%。警方並沒有針對嫌犯國籍分析統計，不過，多數累犯是年輕人，而且其中不少具移民背景。
