4G網路? 全球一動?

請問一下大家都在說什麼在台灣都還是3G網路
可能要到年底才會改成4G網路 這是什麼意思?

然後全球一動又都已經在推4G網路
請問一下兩者有甚麼差異?
那為何其他電信業者 又要等到以後才有辦法推行4G網路呢?
