馬英九總統在加勒比海聖露西亞國會參眾兩院聯席會議演講，對馬總統的演講內容，參眾兩院議員前後六度拍桌叫好。議員第一次拍桌表讚賞，是在馬總統以露國國歌內容，闡述區域和平穩定的重要，馬總統以英文逐字念出國歌歌詞，讓議員驚喜。稍後馬總統提及露國文風鼎盛，我們今年並新增加對外國學生學士後醫學獎學金，錄取34 位學生，前兩名都是露國學生時，議員再度高興地拍桌。
