民進黨全代會將在25日（週六）舉行，立委陳唐山提案「恢復」前總統陳水扁黨籍。民進黨祕書長林錫耀22日表示，民進黨中常委柯建銘在中常會提案討論「陳水扁再入黨案」，並說明陳水扁已表明委託柯建銘，代為辦理重新入黨。
林錫耀指出，柯建銘在中常會解釋，當初2008年是在柯建銘的勸說之下，陳水扁自行發表聲明退黨，而組織部黨籍異動狀態仍是「退黨」，不是除名。
林錫耀說，陳水扁也已表明，委託柯建銘代為辦理重新入黨，而再入黨申請，依申請戶籍地為準，由地方黨部審查，再由中央黨部複審小組審查，即可成為黨員。
至於陳水扁何時申請入黨，林錫耀表示，「不清楚，主動權在他（陳水扁）」，今天中常會是確認黨籍異動狀態，並尊重任何黨代表在全代會的連署提案。
陳水扁是否受新的入黨辦法影響，林錫耀說，這個由複審小組審查認定，他的權責不適合替複審小組說明，但目前入黨審查「只有排黑」。他強調，「只是入黨，並不是什麼天大的事，不是要審查是好人，還是壞人。」
