加速經貿開發 陳菊：以市民利益優先

【記者林香織高雄報導】針對市議員陳麗娜日前建議思考高雄多功能經貿園區土地自辦重劃的可行性，吸引私人地主投資，高雄市長陳菊表示，市府以審慎、樂觀其成的態度看待私辦土地重劃，她指示地政局以市民的利益為優先，整體評估最適當的土地重劃方式，推動園區內土地開發，加速高雄發展。

陳菊表示，市府推動許多公辦土地重劃，各項計畫與經費公開透明，公辦重劃抵費地屬公有，市府以公共建設達到土地漲價歸公、利益全民共享的目標，自辦重劃則抵費地皆屬私人所有，兩者差異性很大。

陳菊請地政局依專業評估多功能經貿園區內土地開發形式，若公辦重劃對市民最有利，就應採取公辦重劃，反之，當公辦重劃條件不成熟，則可允許地主自辦重劃，使園區內的土地得到適切的開發。

另一方面，對於洪秀錦議員肯定滯洪池發揮功效，並關心大寮中庄地區後續的水利工程，陳菊說，市府將繼續推動中庄八德路雨水下水道以及各處的治水工作，做好區域排水，未來高雄仍有10幾處的治水工程亟需中央經費補助，她也拜託市籍立委支持，促請中央編列治水經費，協助地方解決淹水問題。2013/11/16
